The breakpoint occurs when free chlorine is added at approximately 10 times the combined chlorine level. Below the breakpoint, adding chlorine temporarily increases combined chlorine before destroying it. At and beyond the breakpoint, chloramines are chemically destroyed and free chlorine rises sharply. This is why partial shock doses can worsen the chloramine problem before eventually improving it.
